We have issued an Environmental Compliance Approval to Drew Harrison Haulage Ltd. for the transfer and processing of non-hazardous solid waste limited to construction and demolition waste from residential, industrial and commercial sources.
Drew Harrison Haulage Ltd. will receive, temporarily store, sort and transfer up to 40 tonnes per day of non-hazardous solid waste, limited to construction and demolition waste from residential, industrial and commercial sources from within the province of Ontario. The maximum amount of of waste to be on-site at any one time is 70 tonnes.
The hours of operation will be 7:00 a.m. to 6:00 p.m., Monday to Saturday, except for the statutory holidays.

Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

Original proposal
Proposal details
This proposal is for a new Environmental Compliance Approval (waste disposal site – transfer site) for an open-air non-hazardous solid waste transfer and sorting facility. This transfer site is a 0.24 acre property currently zoned for waste disposal and adjoining the existing South Marysburgh Landfill Site in Prince Edward County, ON.
The facility will include a truck weigh scale and a prepared work area where non-hazardous construction waste will be deposited in an unsorted bunked area and then sorted by clam excavator into bins designated for recyclables and waste (landfill).
The maximum quantity of waste delivered to the site on any given day is estimated to be 40 tonnes and 1000 tonnes annually. The maximum amount of waste remaining on site at any given time will be about 60 tonnes, with sorted materials transferred to landfill or recycling facilities as full bins/truck loads are made available.
The facility operates from 7:00 a.m. to 6:00 p.m. Monday to Saturday during days when materials are being transported to or from the site. The site will not be open to the public and will operate as an added service for Drew Harrison Haulage Ltd., a heavy civil contractor, in order to recover recyclables and reduce the volume and weight of materials going to landfills.
