Decision details

A decision was made on August 16, 2024 to approve, with eighty-three (83) modifications, Official Plan Amendment No. 20 to the City of Brockville Official Plan, adopted pursuant to sections 17 and 26 of the Planning Act by By-Law No.066-2022. Notice of this decision was issued on August 16, 2024 to the City of Brockville.

The adopted Official Plan was reviewed for consistency with the Provincial Policy Statement (PPS), 2020 and the requirements of the Planning Act and other related legislation.

The eighty-three (83) modifications to Official Plan Amendment No. 20 address provincial policy direction and related legislative changes including changes introduced through Bill 23, More Homes Built Faster Act, 2022.

Modifications address such matters as;

  • Updating additional residential unit policy to reflect current legislative framework.
  • Clarifying municipal, provincial and conservation authority roles in the conservation of natural heritage and natural hazards planning.
  • Ensuring matters of land-use compatibility are appropriately assessed through the development review process.
  • Strengthening policies related to the conservation of cultural heritage resources to ensure resources are appropriately protected.
  • Clarifying the circumstances in which site plan control can be used.
  • Updating natural hazards mapping to reflect current conservation authority floodplain mapping.
  • Ensuring that public service facilities such as municipal sewer and water are financially viable over the life-cycle.

Pursuant to subsection 17(36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Official Plan Amendment No. 20, as approved with modifications by the Minister, came into effect on August 17, 2024.

Official Plan Amendment No. 20 applies to all lands within the City of Brockville.

Effects of consultation

A submission was received requesting a site-specific modification to re-designate lands to enable employment development within the horizon of the plan.

As a part of the comprehensive update to the city's official plan, the city and its consultants NPG Planning Solutions and Metro Economics completed a growth management strategy to determine the city's land needs to the year 2046. This assessment included a residential and employment land supply analysis as well as a residential supply options report.

The city’s growth management strategy concluded there was currently a need for additional residential land to accommodate future growth within the horizon of the plan, but there was no need for additional employment land.

Official Plan Amendment No. 20 reflects the outcome of this growth management strategy and no further modifications were made based on this site-specific request.

On August 23, 2022, the City of Brockville adopted Official Plan Amendment 20, pursuant to sections 26 and 17 of the Planning Act by By-law number 066-2022. Official Plan Amendment 20 is now before the Ministry of Municipal Affairs and Housing for a decision under the Planning Act.

Official Plan Amendment 20 proposes policies addressing growth management, climate change and the protection of water resources, natural heritage and cultural heritage resources.

If approved, Official Plan Amendment 20 would apply to the entirety of lands within the City of Brockville.
