This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 2003-AVYRC4 for Patheon Inc., a facility that conducts contract manufacturing of pharmaceutical products located in the City of Whitby, Regional Municipality of Durham.
The emission sources from the manufacturing and associated processes that exhaust to the air include:
- boilers
- air dryers
- drying ovens
- coating pans
- fume hoods, and
- other process equipment equipped with dust collectors and HEPA filters
The amendment includes a planned building expansion, as well as an increase in the facility production limit.
Emissions to the air from this facility include:
- ethyl ether
- pyridine
- nitrogen oxides
- ethanol
- chloroform
- particulate matter
- n-butylamine, and
- 2,2,2-trifluoroethanol.
The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).
The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
