Proposal details
The purpose of this amendment to existing Waste Disposal Site Environmental Compliance Approval No. A371203 (the ECA) is to:
- incorporate a Contaminant Attenuation Zone (CAZ) for the WM Richmond Landfill (the site)
- update the environmental monitoring plan (EMP) for the site
- incorporate a hydraulic control system (HCS)
This amendment is the result of a December 2015 decision by the Environmental Review Tribunal that required WM to demonstrate delineation of leachate-impacted groundwater at the site, and off-site.
In 2021, the Ministry of the Environment, Conservation and Parks (MECP) confirmed that the extent of leachate-impacted groundwater related to the site had been delineated and therefore this amendment is submitted to address non-compliance with the ECA and the MECP’s Guideline B-7. The proposed CAZ incorporates land south of the Landfill footprint and Beechwood Road and updates the EMP for the site accordingly (i.e. adjusts the monitoring locations and programs as per the new CAZ).
The amendment also incorporates a hydraulic control system (HCS) to address established leachate-impact to the east of the site. The objective is to hydraulically control off-site migration of landfill leachate impacted groundwater in the intermediate bedrock flow zone, while minimizing the volume of extracted groundwater. The HCS will include:
- three groundwater extraction wells open in the intermediate bedrock flow zone
- discharge pipe from the extraction wells to existing Stormwater Pond No. 3
- controls and monitoring including water levels in each extraction well and measurement of cumulative groundwater extraction rate
