Decision on instrument
OPA 25 was previously partially approved with 15 modifications on March 22, 2019. This decision is the second and final decision with 20 modifications. Modifications to OPA 25 were made to ensure consistency with Provincial interests and applicable legislation and regulations. Modifications to OPA 25 included changes to the identification of prime agricultural areas, mineral aggregate resources and other areas or provincial interest.
Other information
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the portions of OPA 25 as approved with modifications by the Minister came into effect on March 22, 2019.
Effects of consultation
Comments were received from the Algonquins of Ontario (AOO) dated October 24, 2018. As a result of comments received, modifications were made through the March 22nd partial decision and this final decision, to better reflect the interests of the AOO in the conservation of cultural heritage and archaeological resources as well as economic development.
Additional comments were received from a local aggregate operator, requesting that their lands be identified as aggregate resources in the Ministry’s final decision. These lands were included on Appendix 1 as lands to be changed to Mineral Aggregate on Schedule A – Land Use.
Comments were also received regarding historic water quality issues with several at-capacity lakes. As a result of comments received two additional modifications were included regarding temporary uses adjacent to inland lakes and the protection of shoreline buffers in the Muskrat, Indian, Westmeath Watershed.

Description of instrument
The purpose and effect of Official Plan Amendment No. 25 is to complete a 5-year review of the County of Renfrew's Official Plan. Section 26 of the Planning Act requires the County to complete this review.
This is the first 5 year review of the County's Official Plan since its approval in 2003. Official Plan Amendment No. 25 was undertaken to update the County's Plan to ensure consistency with relevant Provincial policy as well as reflecting the needs of the County and the local municipalities.
