Description of instrument
This proposal is for the renewal of the Limited Operational Flexibility for Environmental Compliance Approval (Air & Noise) # 4211-8HDK99 for Welded Tube of Canada Corp., a multi-faceted cold formed carbon and tubular steel product manufacturing facility located in the City of Welland, Ontario.
This proposal includes all emission sources from the manufacturing and associated processes that exhaust to the atmosphere including one (1) austenitizing furnace, one (1) tempering furnace, two (2) paint spray booths, three (3) cooling towers, one (1) storage tank, general ventilation exhausts, one (1) lacquer exhaust, and non-process sources of combustion equipment.
Emissions to the atmosphere from this facility include nitrogen dioxide and particulate matter.
The Environmental Compliance Approval with Limited Operational Flexibility (Air) requires that the company demonstrate compliance on an ongoing basis with Ontario Regulation 419/05, applicable Ministry Guidelines for Air and Noise and other performance requirements as specified in their conditions. It permits modifications such as process changes, de-bottlenecking or addition of new equipment, subject to limits on operational flexibility that include a production limit for the facility.
The Company has submitted an application to renew the existing Limited Operational Flexibility conditions. Of specific public interest, one condition that will be retained on the renewed Environmental Compliance Approval with Limited Operational Flexibility will require the company to make available, at all times, at the facility for inspection by interested members of the Public, a table (Emission Summary Table) that documents the facility's ongoing compliance.
