The facility is located on a 0.94 hectare (ha) property located at 106 McMaster Avenue in Ajax, Ontario, and has a total floor area of approximately 2,323 square meters.
The facility operates 24 hours a day, 7 days a week and services North America.
The following activities are approved under this ECA:
- receiving and sorting waste
- temporary storage of waste
- processing and transfer of waste
The following wastes will be received and temporarily stored at the site:
- non-hazardous solid waste consisting of waste electrical and electronic equipment, plastic, metals, mixed auto parts, cloth, wood, old corrugated containers, paper, glass, air bags, tires and intact batteries
The site is approved to receive a maximum of 100 tonnes of waste per day. The site is approved to store a maximum of 850 tonnes of waste at any time.
The review of the application and conditions of the ECA ensure that the storage and processing of all waste occurs in an environmentally safe manner.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

This proposal is for an amendment to the existing Environmental Compliance Approval (Waste Disposal Site) No.. 7109-8SRRH5 for Target Recycling Services Inc., issued for use and operation of a non-hazardous, solid waste transfer and processing facility.
The facility is located on a 0.94 hectare (ha) property located at 106 McMaster Avenue in Ajax, Ontario, and has a total floor area of approximately 2,323 square meters.
This amendment is to:
- relocate administrative offices from 377 Fairall Street, Ajax, ON L1S 1R7 to 109 McMaster Avenue, Ajax, ON L1S 2E6
- collect tires for recycling, as part of the approved municipal non-hazardous mixed auto parts stream
There is no change in the location of operations, hours of operation, daily receiving limit, or the storage tonnage limit. The facility receives up to 100 tonnes of solid non-hazardous waste daily and has a maximum storage capacity of 850 tonnes.
Processes used at the facility include sorting, manual disassembly and grinding. No processing of batteries and/or air bags is performed at the Target Recycling facility. The facility operates 24 hours a day, 7 days a week and services North America.
