RE: ECA Application – Tomlinson’s Proposed Asphalt Plant (Napanee Quarry)

I have been a resident of Greater Napaneee for two year’s now. I absolutely oppose the hot mix asphalt plant and concrete batching plant that R.W. Tomlinson Ltd. proposes to build and operate at 8205 County Road 2 in the Town of Greater Napanee.
● The current temporary aggregate activities at the Napanee Quarry discharge dust and other substances into the local air, as well as the noise that the rock blasting and mechanical hammering create. This is absolutely unacceptable in it’s current set up.
By approving a new permanent asphalt and concrete batching plant, this will discharge even more contaminants into the air and create even more noise!
● Tomlinsons rezoning approval for the proposed asphalt plant, was unanimously rejected by the Napanee city council for environmental reasons under the Planning Act.
● The proposed asphalt plant will discharge several noxious chemicals into the air that no doubtly will cause unpleasant odour and air quality degradation if not fully abated or mitigated.
● Tomlinson’s reports state that air pollutants, specifically volatile organic compounds, metals, hydrocarbons, particulate matter, products of combustion, and other substances, will be emitted into the air from the asphalt plant.
● I am very weary of Tomlinson’s air studies specifically the use of non-local meteorological data in the computer modelling! I believe this raises serious concerns regarding the accuracy of the projected air quality and odour impacts in our wonderful town. What does this say about Tomlinson’s credibility when they claim that there will be absolute adherence with applicable air pollution standards?
● The current site for the temporary and proposed asphalt plant is located on the eastern border of downtown Napanee! This town is growing New condos are in the process of contruction as we speak and the will have a lovely view and odour of said plant! Not to mention the environmentally sensitive Napanee river, agricultural operations, and numerous people who live, work or travel through the area.
● Tomlinson’s air studies pertain to the asphalt plant and its emissions but not the concrete batching plant that Tomlinson also wants to construct at the site. Therefore the study is incomplete.
I therefore request that the Ministry refuse to grant an air and noise Environmental Compliance Approval (ECA) to Tomlinson under the Environmental Protection Act in relation to the asphalt plant, the concrete batching plant, and any other new or historically unapproved emissions from the site. In my view, issuing an ECA for these proposed sources of air contaminants is unreasonable and could potentially result in significant environmental harm.
