This proposal is for an amendment to the existing Environmental Compliance Approval (ECA) A710160 issued to Shepherd Enterprises Inc. on July 29, 2021, for the use and operation of a waste disposal site (transfer) located at 311 County Road 41, Bexley, City of Kawartha Lakes, Ontario.

The purpose of the proposed amendment is to increase the biosolids (soil conditioner) storage capacity at the transfer site primarily to increase winter storage capacity when land application is not possible. The need for increased capacity comes from current and future increases in population size and a change of seasonal property usage in the area due to relocation from large urban centers.

The biosolids storage capacity would be increased with the construction of a 2500 cubic metres engineered concrete storage structure adjacent to the existing 3600 cubic metres storage structure.

The maximum daily amounts hauled to the transfer site would remain at 500 cubic metres per day. The site is to serve the Province of Ontario. The hours of operation are 7 am to 7 pm Monday to Friday with the exception of emergencies.
