VPC Group Inc. - Environmental Compliance Approval (air)

This proposal is for an amendment to Environmental Compliance Approval No. 7945-92USVG with Limited Operational Flexibility (air) which replaces all the current Environmental Compliance Approvals for air at this facility and includes the addition of new or historically unapproved sources for all emissions for VPC Group Inc., a polyurethane foam product manufacturing facility, located at 150 Toro Road in North York, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include:

• foam production
• foam curing
• laminator
• rebond press
• TDI storage tank
• boiler, and
• welding exhausts

The amendment is to support compliance with Ontario Regulation 419/05 and to obtain an updated approval with Limited Operational Flexibility.

Emissions to the air from this facility include:

• hydrotreated mineral oil
• petroleum distillates
• toluene diisocyanate 2,4- and 2,6-
• nitrogen oxides
• suspended particulate
• manganese
• ferric oxide

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
