Proposal details
This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air & noise) which replaces all the current Environmental Compliance Approvals for air at this facility and includes the addition of new or historically unapproved sources for all emissions from Yellowline Asphalt Products Ltd., a liquid asphalt cement storage and distribution facility, located at 70 Hobson Road in the City of Hamilton, Ontario.
This application is to add one polymer mixing plant including a mix tank and a letdown tank, one day tank, and to add a new carbon filter control unit and oil smoke collector to two polymer mixing plants. The sources at the facility include:
- asphalt cement (AC) storage tanks
- day tanks
- polymer mixing plants
- shipping truck loading stations
- rail car steaming and unloading
- natural gas combustion equipment for heating
Emissions to the air from this facility include:
- particulate matter
- benzo(a)pyrene
- volatile organic compounds
- nitrogen oxides
- sulphur dioxide
- carbon monoxide
- hydrogen sulphide
The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
