The proposal is for the renewal of the Limited Operational Flexibility for the Environmental Compliance Approval (air & noise) No. 7071-9LKQAH for Petro-Canada Lubricants Inc., a petroleum manufacturing facility producing lubricating oils, greases and other petroleum intermediate products located at 385 Southdown Road in Mississauga, Ontario.

This proposal includes all emission sources from the manufacturing and associated processes that exhaust to the atmosphere including:

  • materials storage and handling
  • petroleum product refining
  • lubricant oil and grease production
  • sulphur recovery
  • waste water treatment
  • utilities including steam boilers, cooling tower, flares and waste gas oxidizer
  • other ancillary processes

Emissions to the atmosphere from this facility include:

  • ethyl benzene
  • carbon monoxide
  • sulphuric acid
  • propylene
  • nitrogen oxides
  • particulate matter
  • hydrogen sulphide

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
