Cando Rail & Terminals Ltd. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 3971-AETKCX for Cando Rail & Terminals Ltd., a rail car cleaning, maintenance and repair facility located in Corunna, Ontario.

The emission sources from the associated processes that discharge to the air include:

• removal of heels and flaring of residuals
• interior cleaning of rail cars
• hydrostatic rail car testing, cutting, gouging, spot painting and nitrogen padding
• any other equipment and ancillary and support processes and activities

The amendment is to include transloading operations into the facility description.

Emissions to the air from this facility include:

• nitrogen oxides
• sulphur dioxide
• carbon monoxide
• particulate matter
• benzene
• chromium (VI)
• iron
• nickel.

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
