This proposal is for the renewal of the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 4326-BB4L7A for AV Terrace Bay Inc., a kraft pulping facility that produces fully bleached kraft market pulp, located at 21 Mill Street, in Terrace Bay, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include:

  • wood and chip handling
  • kraft processing
  • chemical recovery
  • combustion equipment
  • effluent treatment with a facility production limit of 1,230 air dried metric tonnes of pulp per day

Emissions to the air from this facility include:

  • carbon monoxide
  • nitrogen oxides
  • particulate matter
  • sulphur dioxide
  • chlorine dioxide
  • hydrochloric acid
  • total reduced sulphur
  • ammonium

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
