On March 10, 2024, we issued a new Environmental Compliance Approval (ECA) to Draglam Waste & Recycling Inc. for a solid non-hazardous waste transfer and processing station. The site is a 0.89 hectares property, located at 19 Delta Park Boulevard in the City of Brampton, Ontario.
The site will accept only construction and demolition waste from residential, industrial, commercial and institutional sources located in Ontario. No liquid waste, hazardous waste or putrescible waste will be received.
The approved waste management activities include the receipt, sorting, and temporary storage of construction and demolition waste, and the compaction of any residual waste that is to be sent for final disposal. Mixed construction and demolition waste will be received, unloaded and sorted in the storage building, and the separated waste will be stored in the storage building or within covered bins outdoors. All residual waste that is separated will be stored, compacted and loaded within the storage building.
The maximum quantity of waste to be received at the site is 299 tonnes per day and the maximum quantity of waste to be stored at the site is 299 tonnes.
The facility will be operational 24 hours per day from Monday to Saturday.
Effects of consultation
The information below summarizes the public's comments and how we considered and addressed them as part of our decision:
- Concerns regarding the traffic (volume and safety) on municipal roads, alternative site entrances, and depreciating property values.
Response: Traffic (volume and safety) on municipal roads, entrances leading to the site, and depreciating property values are under municipal jurisdiction and are out-of-scope of the Environmental Compliance Approval review process. Note that the site has two access points on Delta Park Blvd. (front side), and one of the entrances serves as a fire route to allow for easy access to the emergency vehicles.
- Concerns about the possible odour impacts from the plastic and wet wood. And how will odour impacts be controlled?
Response: The conditions of the Environmental Compliance Approval require the owner to:- to store waste indoors or within covered bins to prevent any contact with stormwater (resulting in dry plastic and wood) and to mitigate odours;
- only accept construction and demolition waste (no putrescible waste) which is not an odourous waste type;
- inspect all incoming waste to ensure it is not odourous and acceptable;
- remove all paper, plastics and residual waste within two days of receipt;
- conduct street sweeping of the on-site roads and access roads to/from the site at a frequency necessary to ensure that the the access roads are free of waste (this would not be possible without paved roads);
- quickly address any sources of odour by including a complaint response procedure and requirements for daily inspections to ensure that there are no odour impacts being generated off-site, with immediate corrective actions should any odours be identified by staff or via complaints;
- remove any odourous waste from the site in the next outgoing waste vehicle and no later than 12 hours from the time the odours were identified; and
- have contingency measures for odour control such as the installation of a floor drain to allow for washing of the tip floor if needed, and the development of a detailed odour control plan should odours become a nuisance (this is not anticipated to be required).
All of these are in place to ensure the facility operates in a manner that protects health of the public and the environment.
- Concerns about possible noise impacts and the level of noise.
Response: The approved activities at the site are not anticipated to generate off-site noise impacts. All haulage of waste material will be conducted by transport vehicles meeting the standards of pertinent Ontario statutes for public highways. Potential noise impacts associated with the site will be mitigated by minimizing internal haul route gradients to keep truck noises down. Trucks will be fitted with white pulse reverse alarms and ‘no horn’ signs will be posted on site. In addition to this, the conditions of the Environmental Compliance Approval require the owner to quickly address any sources of noise by including a complaint response procedure and requirements for daily inspections to ensure that there are no noise impacts being generated off-site, with immediate corrective actions should any noises be identified by staff or via complaints.
- Concerns about possible rodent impacts.
Response: The conditions of the Environmental Compliance Approval require the owner to:- hire and retain a third party licensed pest management control company to prevent any potential vermin/vector/rodent nuisances;
- quickly address any potential rodent impacts by including a complaint response procedure and requirements for daily inspections to ensure that there are no rodent impacts being generated off-site, with immediate corrective actions should any rodents be identified by staff or via complaints; and
- remove any waste that is causing a nuisance or adverse effect within 12 hours.
All of these are in place to ensure the facility operates in a manner that protects health of the public and the environment.
- How will the dust be controlled?
Response: The conditions of the Environmental Compliance Approval require the owner to:- conduct all unloading and processing of waste within an enclosed storage facility;
- conduct all storage of waste within enclosed areas (the enclosed storage facility and/or outdoor covered bins);
- pave the on-site roads with asphalt;
- conduct street sweeping of the on-site roads and access roads to/from the site at a frequency necessary to ensure that the the access roads are free of dirt and waste (this would not be possible without paved roads);
- sweep and disinfect the waste tip floor every 2 weeks;
- remove any waste that is causing a nuisance or adverse effect within 12 hours;
- cover all outgoing waste vehicles;
- quickly address any sources of dust by including a complaint response procedure and requirements for daily inspections to ensure that there are no dust impacts being generated off-site, with immediate corrective actions should any dust be identified by staff or via complaints;
- treat any sources of dust emissions with water and/or dust suppressants; and
- have contingency measures for dust control such as the installation of a floor drain to allow for washing of the tip floor if needed, and the development of a detailed dust control plan should dust become a nuisance (this is not anticipated to be required).
All of these are in place to ensure the facility operates in a manner that protects health of the public and the environment.
- How will the waste be contained?
Response: The conditions of the Environmental Compliance Approval require the owner to:- unload, sort, and store all waste within the indoor storage building. Waste may also be stored outdoors in the 6 enclosed and covered storage bins;
- construct a fence around the site to prevent wind-blown litter from leaving the site;
- collect litter on and around the site on a daily basis;
- erect litter fences around any areas causing a litter problem;
- quickly clean-up litter by including a complaint response procedure and requirements for daily inspections to ensure that there are no litter impacts being generated off-site, with immediate corrective actions should any litter be identified by staff or via complaints; and
- have contingency measures for litter control such as the development of a detailed litter control plan should litter become a nuisance (this is not anticipated to be required).
- How many trucks / vehicles will be entering and exiting each day? How often will trucks / vehicles be entering and exiting each day? What impact will the increased traffic cause?
Response: The maximum expected incoming truck traffic volume is approximately 38 trucks per day and the maximum expected outgoing truck traffic volume is approximately 6 trucks per day. Based on this, the total number of trucks arriving and exiting the site will be a maximum of 44 trucks per day. Vehicles will be arriving on the site throughout the day, with a maximum of approximately 4 trucks per hour. The site operating hours will enable distribution of traffic throughout the day to avoid congestion of traffic during the peak hours of the day.

Proposal details
The proposal is for new Environmental Compliance Approval for Draglam Waste & Recycling Inc. to operate a dry non-hazardous construction and demolition waste transfer station, located at 19 Delta Park Boulevard in the City of Brampton, Ontario.
The subject site is a 2.2 acres, rectangular shaped property that will service Southern Ontario.
The site operations include the receipt, sorting, temporary storage and dispatch of construction and demolition material.
The non-hazardous waste to be brought on site will consist of:
- wood
- drywall
- brick
- pipes
- salt
- nails
The material will be stored on site in an enclosed dome. There will be outdoor storage of recyclable dry materials such as wood, glass, and steel in covered outdoor storage bins.
The facility will be operational Monday to Saturday 4 a.m. to 11 p.m. The maximum quantity of waste to be stored on site is 299 metric tonnes. A maximum of 199 metric tonnes of waste will be transferred from the site daily.
