Tomlinson Environmental Services Ltd. - Environmental Compliance Approval (waste)

This proposal is for an amendment to the existing Environmental Compliance Approval (waste disposal site) No. 4875-7F4N5K for Tomlinson Environmental Services Ltd., operating a waste processing and transfer site located at 2069 Joyceville Road, Kingston, Ontario.

The Environmental Compliance Approval was issued for the use and operation of a processing and transfer site, with a total site area of 5.73 hectares, to be used for transfer and processing of source separated organic waste, leaf and yard waste, food waste, inert powders, waste wood, clean wood, sewage biosolids, pulp and paper biosolids, manure, unpainted clean gypsum, and liquid industrial organics.

The total amount of waste and processed materials stored at the site is not changing. The waste disposal site is to serve the Province of Ontario. The current hours of operation are from:

• 7:00 a.m. to 7:00 p.m. Monday to Friday
• 8:00 a.m. to 1:00 p.m. Saturday

The proposal includes changes to the following:

1. Total average daily amount of waste received from 100 tonnes to 200 tonnes per day.
2. Total maximum daily amount of waste received from 100 tonnes to 1,000 tonnes per day.
3. Modification to waste storage duration requirement for potentially odorous materials received and pre treated/ blended indoors within one day, or up to a maximum of 48 hours to within 2 business days, unless there is not adequate volume to start a windrow then the material will be stored indoors and put into the windrow when the volume is 150 tonnes.
4. Revise residual waste transfer from site from weekly basis to when containers are appropriately filled.
5. Removal of the GORE covering system and instead, including addition of wood mulch.
6. Change the waste acceptance area from Southern Ontario to Province of Ontario.
7. Change the operating hours on Saturdays from 8:00 a.m. to 1:00 p.m. to 8:00 a.m. to 3:00 p.m.
