We have amended Environmental Compliance Approval No. 3397-BTWH9M for Lacero Solutions Inc. for acceptance of seat belt pretensioners. Condition 17 of the ECA has been amended to approve processing of 16 seat belt pretensioners per day and maximum storage quantity of 2,000 seat belt pretensioners or 1 tonnes at any given time in addition to acceptance and processing of air bag inflator from automobile manufacturers.
In addition, condition 26 is updated to reflect the updated financial assurance associated with acceptance and processing of seat belt pretensioners.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.

Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details
This proposal is for an amendment to Environmental Compliance Approval No. 3397-BTWH9M for Lacero Solutions Inc. The current approval is for the use and operation of a waste disposal site located at 4478 Chesswood Drive, Units 6 and 7, in City of Toronto, Ontario. The site has a total area of 0.042 hectares, and used for storage, transfer, and processing of solid hazardous waste.
The facility is approved as an air bag inflator deactivation facility for the deactivation of recalled and scrap air bag inflators from automobile manufacturers across North America. Inflators are deactivated within specially designed cabinets, creating non-hazardous metal bearing material transferred off-site for recycling. The site receives and ships a maximum of 500,000 inflators per year.
The purpose of this amendment is to add a similar acceptance and processing of seat belt pretensioners to this approval. The approval requests to receive up to 4,000 seatbelt pretensioners annually. No other changes are proposed.
The site operates from 7:00 a.m. to 7:00 p.m., 7 days per week, 52 weeks a year, and services North America.
