Decision details
A decision was made on April 26, 2024 to approve, with six (6) modifications, Official Plan Amendment № 2 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 2022-26. Notice of this decision was issued on April 29, 2024 to the Township of Carling.
The adopted official plan amendment was reviewed for conformity with the Growth Plan for Northern Ontario, 2011, consistency with the Provincial Policy Statement, 2020, and regard for matters of provincial interest as outlined in Section 2 of the Planning Act.
The six (6) modifications to the official plan have been made to reflect recent changes to the Planning Act (Bill 23) affecting affecting site plan control, and to address provincial policy direction related to flood hazard areas, mineral aggregate resources, Indigenous engagement, and providing a mix of housing options, among other matters.
As a result of Official Plan Amendment № 2, the official plan provides an up-to-date framework of new and revised policies to address matters such as climate change, evolving population demographics, land-use compatibility, housing supply, and the protection of water resources and natural heritage.
The official plan amendment encourages new rural growth to increase the overall housing supply within the Township. Further, the amendment permits communal sewage and water services for new development. The amendment also revises a range of existing detailed policies. These include Special Development Area policies for the former Akzo Nobel lands, to require appropriate assessments under provincial regulations and to respond to cross-jurisdictional issues with the neighbouring Township of McDougall.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Official Plan Amendment № 2, as approved with modifications by the Minister, came into effect on April 27, 2024.
The new official plan amendment applies to all lands within the Township of Carling.

Proposal details
The Township of Carling adopted proposed official plan amendment # 2 on August 18, 2022, by By-law No. 2022-26. The official plan amendment will update the existing Official Plan for the Township of Carling which came into effect on November 16, 2010. The updated plan will provide guidance and direction for development and planning decisions within the Township of Carling over the next planning horizon. The proposed official plan amendment will be reviewed for consistency with the Provincial Policy Statement, the Growth Plan for Northern Ontario and matters of provincial interest, as expressed in the Planning Act. This includes the protection of ecological systems, conservation and management of natural resources, supply of affordable housing, the provision of employment opportunities and protection of economic well-being, efficient land use, conservation of energy and water, waste management, climate change mitigation and adaptation, among other interests. The proposed official plan amendment is a result of the Township of Carling’s review of the official plan currently in effect for the municipality, as required under section 26 of the Planning Act.
The adopted official plan amendment has been forwarded to the Ministry of Municipal Affairs and Housing by the Municipality for a decision. Pursuant to subsections 17(36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan amendment adopted in accordance with section 26 is final and not subject to appeal.
