Effects of consultation

Comments were received from the Town of Minto (Wellington Source Water Protection) concerning the potential for the water taking from the dugout pond to impact groundwater. The Town also recommended that additional long-term monitoring of water levels be conducted both at Pike Lake and the Dugout Pond to accurately reflect environmental impacts of the taking on local conditions.

Ministry Response

The Ministry considered these comments during the review of the application. In response, the Ministry has included conditions in the Permit to ensure that the dugout pond is solely used as a reservoir for water transferred from Pike Lake. The amount of water permitted to be taken from the dugout pond will be equal to or less than the amount transferred into the pond from Pike Lake. The intent of this condition is to minimize potential impacts to localized groundwater levels as a result of water taking from the pond. The Ministry has also included permit conditions that require monitoring of water levels at both Pike Lake and the Dugout pond. The Permit Holder is to provide a monitoring report summarizing and interpreting this monitoring data prior to permit renewal. At this time, the Ministry is not aware of any identified water quantity or quality issues with this historically permitted water taking and is of the opinion that the taking continues to be sustainable.

The ministry employs an adaptive management approach to respond to evolving environmental conditions, new information, and new policies, allowing us to evaluate this information and adjust water taking and permit conditions as necessary.
