Decision details

We issued an Environmental Compliance Approval for the use and operation of a waste transfer/processing site at 15 Bethridge Road, Toronto. This approval allows the management of additional excess soil at the site.

Storage at the site has been increased from 1,800 tonnes of waste in total to 6,000 tonnes of excess soil and 1,800 tonnes of all other waste.

Processes at the site will include:

  • the screening of soil to remove debris
  • the transfer of excess soil off-site for reuse

Recyclable materials and aggregate will continue to be received and sorted at the site.

Effects of consultation

No comments were received for the proposal notice, however 3 comments were received in response to neighbour notification by letter. These comments raised the following concerns:

  1. Excessive dust being generated.
  2. Excessive dust and previous blocking of emergency pathways on commenter's property with debris.
  3. Excessive dust and particulate, dragging of dirt onto Bethridge Road, and traffic.

These comments were addressed as follows:

  1. Comments regarding dust from the site have been address by allowing the company to reuse water collected from soil piles as dust suppressant on those piles and by requiring the company to prepare a dust management plan in the event that dust becomes a nuisance or a hazard off-site. In addition, the company applied for an approval under Section 9 of the Environmental Protection Act which was reviewed under Ref. No. 5391-BTBJ2J.
     
  2. Comments regarding dirt on the road and traffic have been addressed through required site inspections and good housekeeping practices, and a condition prohibiting trucks from queueing on the roadway.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details

This proposal is for an amendment to Environmental Compliance Approval No. 9201-AQGPEN for 515476 Ontario Ltd. to expand the excess soil operation at the site located at 15 Bethridge Road, City of Toronto, Ontario.

The existing Environmental Compliance Approval permits receiving approximately 350 tonnes of excess soils per day, with a maximum storage of approximately 700 tonnes. The company is applying to receive excess soils from industrial/commercial sites. All excess soils entering the site are non-hazardous.

These excess soils will be sampled at the source site by a qualified person to ensure that it is acceptable to be received at the site.

The proposal is to receive an additional 3,000 tonnes per day of these excess soils at the site, with an additional maximum storage capacity of 6,000 tonnes of these excess soils. No processing of excess soils aside from screening to remove debris will occur.

The hours of operation will remain the same as previously approved, from 6:00 am to 9:00 pm, Monday to Sunday. The site is to continue to receive waste and excess soils within the Province of Ontario.

The facility will continue to not accept the below:

  • hazardous wastes
  • putrescible wastes
  • liquid wastes
  • asbestos
  • sewage or combustible gas cylinders
