We approved the proposal to amend Environmental Compliance Approval (waste disposal site) No. A230506 for the Bloomington Compost facility located at 1351 Bloomington Rd E, Richmond Hill City, Regional Municipality of York, to:
- receive up to 70,000 tonnes of materials per year, a 10,000 tonnes per year increase from the current approved amount of up to 60,000 tonnes of materials per year
- compost up to 60,000 tonnes per year, a 10,000 tonnes per year increase from the current approved amount of 50,000 tonnes per year
The approval also includes changes to:
- add new definitions and the requirements from ministry's document entitled "Ontario Compost Quality Standards" dated July 25, 2012, as amended
- require preparation of protocols to address nuisance effects such as dust and noise.
Furthermore, the approval requires the owner to conduct an assessment of from the lights at the site.
The site is a 23-hectare waste processing and composting facility located in the City of Richmond Hill. The facility receives leaf and yard materials and organic wastes from residential, municipal, commercial, and industrial locations within the Regional Municipality of York and neighbouring municipalities to produce compost.
The hours of operation are not being changed. The facility is typically open to receive waste from the public from:
- 8 a.m. to 4 p.m. on Monday to Friday in winter months (December 1 to March 31)
- 7 a.m. to 6 p.m. on Monday to Friday, 7 a.m. to 3p.m. on Saturday in summer months (April 1 to November 30)
To accommodate seasonal peaks, the site may occasionally extend the hours for receiving leaf and yard waste from local municipalities. The site may occasionally operate 24 hours per day, 7 days per week during peak leaf and yard waste seasons. The facility is typically open for receiving materials 289 days per year.
The site continues to serve the Province of Ontario.
This amendment has a new Ministry Reference Number 1362-C82N74.
The proposal to increase the materials to be received and composted at the site was originally submitted in the application that had Ministry Reference Number 1000120911. Since the increase to the tonnage has been approved as a Notice of Amendment to the ECA No. A230506, the application with the Ministry Reference Number 1000120911 will now be processed as an administrative amendment to update and consolidate all approvals for the site and to update the approval for the site.

1. Prepare your application

- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
