A decision was made on October 4, 2021 to approve, with seventeen (17) modifications, OPA No. 5, as adopted by By-Law 2021-027.
OPA No. 5 provides detailed policies to guide the development of the county adding and amending policies in the Huron County Official Plan so that it is consistent with the Provincial Policy Statement, 2020 (PPS), and complies with the Planning Act and other applicable legislation.
Seventeen (17) modifications have been made by the Minister to ensure that OPA No. 5 is consistent with the policies of the PPS and complies with applicable legislation.
Other Information
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the Official Plan as approved with modifications by the Minister came into effect on October 4, 2021.
Effects of consultation
Public consultation on the adopted Official Plan Amendment was provided for 30 days from June 28, 2021 to July 28, 2021.
As a result of public consultation on the adopted Official Plan Amendment, the Ministry did not receive any comments through the Environmental Registry of Ontario.

Pursuant to subsection 17 (36.5) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding the Official Plan adopted in accordance with section 17 and 26 is final and not subject to appeal.

Original proposal
Proposal details
OPA No. 5 is a five (5) year review of the County of Huron Official Plan. The purpose of OPA No. 5 is to amend the County of Huron Official Plan to ensure consistency with the 2020 Provincial Policy Statement and to consider other policy changes that have been raised through the public and agency consultation process.
Proposed revisions to the Huron County Official Plan include:
- Updated language regarding public consultation practices, including consultation with Indigenous communities, in accordance with Bill 73;
- Inclusion of drinking water source protection policies;
- Revision to the Source Water Protection Areas Map;
- Updates in the economy section to reflect the County’s economic development strategy;
- Policy updates to the agriculture, natural environment, extractive resources, settlement patterns and community services sections;
- Policy additions to reflect the 2020 updates to the Provincial Policy Statement such as lengthening the planning horizon (20 to 25 years), increasing the mix and supply of housing, ensuring employment lands are available, encouraging an agricultural systems approach and policies addressing climate change, among others.
The Minister of Municipal Affairs and Housing is the approval authority for this official plan amendment. The decision of the Minister must be consistent with the Provincial Policy Statement, 2020. The decision of the Minister on a Section 26 official plan amendment is final and is not subject to appeal.
