Decision details

The Environmental Compliance Approval for a waste transfer and processing site issued for the facility approves the following:

  • a maximum of 120 tonnes per day of used tires to be received at the site
  • a maximum storage capacity of 325 tonnes of used tires and processed tires (crumb rubber)
  • processing of tires using approved equipment to generate crumb rubber that can be reused in other applications
  • waste to be received between the hours of 7 a.m. - 7 p.m. Monday to Friday
  • waste may be processed at the site on a 24/7 basis

The applicant must also obtain approvals related to air and noise emissions, industrial sewage works, and any other municipal approvals required before the site can be established.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

Proposal details

This proposal is for a new Environmental Compliance Approval (waste disposal site - transfer/processing) for Environmental 360 Solutions Ltd. Approval is sought for a non-hazardous transfer/processing facility for processing tires.

The facility is located on a site that is 2.45 hectares in area at 571 Welham Road in Barrie, Ontario.

The maximum waste received would be 120 tonnes daily and the on site storage capacity would be 240 tonnnes.

The site will operate 24 hours a day, 7 days a week and the service area is Ontario.
