On July 1, 2022 we approved a new Environmental Compliance Approval (ECA) for a 0.46 hectares waste disposal site (transfer).

The ECA approves a new waste transfer station for the receipt and transfer of hazardous waste limited to Ontario waste classes: 148, 261, 262, 264, and 312P as defined in the Ministry's "New Ontario Waste Classes", dated January 1986, generated by industrial, institutional and commercial sources in Canada.

The site will receive packaged hazardous waste via incoming waste trucks. All incoming hazardous waste will be transferred into one of the four storage trailers located at the site for a maximum of 14 to 30 days of storage depending on the waste type (all anatomical waste and non-anatomical biomedical waste is restricted to 14 days in a refrigerated trailer, whereas the other hazardous waste can remain in the trailers on-site for up to 30 days). Note that the incoming hazardous waste containers will be stored without opening them, transferring them into other containers or processing them in any fashion. All on-site storage trailers contain secondary spill containment with spill kits.

The site is approved to receive up to 40 tonnes per day, with a maximum storage limit of 40 tonnes.

The site can only accept waste as a contingency in the event that the Stericycle facility in Brampton (Environmental Compliance Approval No. A680324) is unable to receive waste due to labour disruptions, unforeseen circumstances or any other abnormal situations that would prevent access to the already permitted site. Should the site become operational for waste transfer, the site is approved to receive and ship waste 24 hours per day, 7 days a week.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

Proposal details

This proposal is for a new Environmental Compliance Approval (waste transfer sites) for Stericycle ULC for the use and operation of a waste transfer site with a total area of 0.46 hectares, which is used for the transfer and processing of non-hazardous solid domestic, commercial, institutional or industrial waste, and hazardous waste, up to 60 tonnes per day.

The total amount of waste and processed materials stored at the site will not exceed 60 tonnes at any time and with a maximum residual waste for final disposal of 60 tonnes per day. The site is located at Unit 2-15825 Robins Hill Road, London, Ontario.

The site will be a satellite to the biomedical waste disposal site already permitted in Brampton, Ontario – Stericycle ULC at 95 Deerhurst Drive, Brampton, Ontario (ECA No. A680498) facility and already permitted waste transfer site at Stericycle ULC located at 76 Wentworth Court, Brampton, Ontario (ECA No. 0437-B3VL4J).

The site would be utilized in the event that the above noted, already permitted facilities are unable to receive waste due to labour disruptions or other abnormal situations that would prevent access to the already permitted sites. Should the site become operational for waste transfer, the hours of operation will be from 07:00 to 23:30 Monday to Friday, serving the Province of Ontario.
