Decision details

A change to the site plan of Aggregate Resources Act (ARA) licence No. 605981 was approved by the Regional Director on June 21, 2021.

The site plan has been amended allowing for the following changes:

  • combine the maximum annual tonnage limit with ARA licence No. 3709 allowing extraction of 1,050,000 tonnes per year between the two sites
  • update groundwater elevation information based on a Hydrogeological Assessment prepared; amend the cross-sections to reflect the new information
  • allow for topsoil and overburden to be moved between this operation and ARA licence No. 3709
  • allow for aggregate materials to be brought on-site and stored for resale and blending with a maximum stockpile height of 15 meters
  • revise the extraction sequence to address extraction elevations for the recycled and asphalt storage area
  • allow recycling of concrete and asphalt, and identify a storage area
  • revise / update processing equipment notes, add new noise notes, add berm detail to reflect equipment and assumptions applied in a Noise Impact Assessment and recommendations for mitigation
  • allow washing of material on-site
  • revise / update groundwater monitoring notes, add monitoring wells and label receptors to reflect the findings and recommendations of the Hydrogeological Assessment

Effects of consultation

No comments were received in response to the Environmental Registry notice.

No comments were received through the ARA consultation process, however an approval from the Ministry of Environment, Conservation and Parks (MECP) was required to allow the water taking associated with the washing request.

A permit to take water 0773-BZ8R5G was issued on April 1, 2021 by the MECP.

Hillway Equipment Limited operates this licensed site under the authority of Licence No. 605381.  In total, 110.6 hectares are currently licensed as a pit above the water table with an annual tonnage condition of 500,000 tonnes. 

Hillway Equipment Limited also operates a licensed site in close proximity under the authority of Licence No. 3709. In total 112.58 hectares are currently licensed as a pit above the water table.  The site has an annual tonnage limit of 550,000 tonnes.  Amendments to the site plan have also been requested for this licence.

This proposal is being circulated within the Ministry of Natural Resources and Forestry.  Additionally, notification of this application has been forwarded to the Township of Oro-Medonte, Lake Simcoe Regional Conservation Authority, County of Simcoe, and the Ministry of Environment, Conservation and Parks for comment.
