The applicant has withdrawn the application for an Environmental Compliance Approval. A letter from the ministry's Environmental Permissions Branch was sent to the applicant on November 18, 2020, informing the applicant that the application is now considered withdrawn and the file closed.

The applicant was also reminded in the letter that, under section 20.2 of Part II.1 of the Environmental Protection Act, they are required to obtain an approval under section 20.3 of Part II.1 of the Act before construction, alteration, extension, replacement or change of use of a waste disposal site.

Proposal details

This proposal is for a new Environmental Compliance Approval (waste processing site) for Environmental 360 Solutions Ltd. for a non-hazardous waste transfer/processing facility to be located at 571 Welham Road, Barrie, Ontario on a site that is 2.45 hectares in area.

Activities at the facility include

  • waste tire collection,
  • sorting,
  • crumbling,
  • screening,
  • loading of crumb rubber in bags, and
  • shipping.

Equipment used at the site include;

  • a chip feed bin,
  • a heavy feed auger,
  • mechanical crumblers,
  • a gyratory screen,
  • pneumatic conveyors,
  • fiber filers,
  • a super sack station,
  • a digital scale platform,
  • a crumb rubber eco brain,
  • a troughed conveyor,
  • a mechanical grater,
  • belt magnets,
  • vibratory conveyors,
  • a drum magnet and a
  • venturi scrubber.

The site will handle a total maximum amount of 120 tonnes of waste tires per day. The maximum total amount that can be stored in the facility would be two days of production (240 tonnes). The site will service the Province of Ontario and business hours are 7 am to 7 pm, Monday to Friday. Processing and loading of crumb rubber for shipping occurs outside of business hours.

The facility exports the residual waste, in the form of fibers, to local landfills. It is not uncommon for the tractor-trailer removals to appear on-site before or after the business hours.
