Decision details

A change to ARA Licence No. 3246 was approved by the Director on January 2, 2024.

The approval allows St. Marys Cement Inc. (Canada) to increase the number of tonnes of aggregate that may be removed in a calendar year from 150,000 tonnes annually to 500,000 tonnes annually. This increase addresses the higher demand for aggregates in the area.

Effects of consultation

No comments were received in response to the Environmental Registry notice.

Two (2) comments were received through the ARA consultation process.

The concerns were related to potential impacts of the accelerated rate of extraction on the groundwater table and surrounding residential properties, increased traffic, and noise increase.

The concerns were addressed by revisions to the final approved copy of conditions on the licence and by providing additional information.

This notice was updated on October 12, 2022, to advise the public that there has been no change to the status of the proposal, and it is still being considered. No additional opportunity for comment is being provided for at this time.

CBM Aggregate has applied to vary the tonnage condition of the current licence for the Woodville Pit to authorize an increase in the number of tonnes of aggregate that can be removed in a calendar year. The current licence condition allows for the removal of a maximum of 150,000 tonnes of material annually. CBM Aggregate has requested that the tonnage condition be increased to allow for the removal of 500,000 tonnes annually.

This increase has been requested by the licensee to address the higher demand of aggregates in the area.

Other information

CBM Aggregate operates this licensed site under the authority of Licence No. 3246 under the Aggregate Resources Act. In total, 31.1 hectares are currently licensed as a pit above the water table.

Public consultation opportunities

The request is being circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this application will be forwarded to the City of Kawartha Lakes for comment.
