This site was previously approved for the transfer of biomedical waste limited to sharps, and the limitation on types of biomedical waste that may be managed at the site has been removed.

Requirements for commissioning testing and ongoing verification testing in accordance with ministry Guideline C-17 have been imposed to ensure processed waste meets all required sterilization requirements on an ongoing basis.

Appeal process for decisions published before June 1, 2021

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

  • decision that you wish to appeal

Proposal details

This proposal is for an amendment to Environmental Compliance Approval No. A680198 (Waste Disposal Site) for Greenflow Environmental Services Inc. for a hazardous solid/liquid waste transfer site located at units 2-6, on 4151 Morris Drive, Burlington, Ontario. Non-hazardous solid waste may also be received. The site is located on a 0.531 hectare lot in an industrial area.

This amendment proposes the following:

  • Remove the limitation on waste class 312P and allow for the receiving, storage and transfer of all types of biomedical waste. There would be no change to the daily maximum volume of 10 tonnes.
  • Allow for the installation of a biomedical waste treatment system. The system utilizes a combination of microwave and shredding technology to sterilize and render the waste unrecognizable. The treated waste can then be either recycled or disposed of as non hazardous waste.

The facility will serve the Province of Ontario, and will normally operate between the hours of 7:00 am and 5:00 pm during week days. Other times are possible.
