Decision details
The changes to the site plan for ARA Licence No. 2180 were approved by the Regional Director on March 15, 2022.
The approval allows Lafarge Canada Inc. to amend the current site plan of the Woodstock Quarry by reducing the extraction setback areas and increasing the extraction area from 44 hectares to approximately 386 hectares on the portions of the licensed site known as the West Block, East Block and Centre Block.

Effects of consultation
Zero (0) comments were received in response to the Environmental Registry of Ontario notice.
Three (3) comments were received through the ARA consultation process. The comments were addressed through revisions to the ARA site plans and by providing additional information.
The concerns were related to: Hydrogeological report, Natural Environment report, rehabilitation plan, water course alignments, progressive rehabilitation and site plan notes.

Proposal details
Application has been made by Lafarge Canada Inc. to amend the current site plan of the Woodstock Quarry by reducing the extraction setback areas and increasing the extraction area from 44 hectares to approximately 386 hectares on the portions of the licensed site known as the West Block, East Block and Centre Block. There is currently a note on the site plan indicating that a site plan amendment will be required prior to extraction occurring within these portions of the licensed site.
Various reports including a Summary Report, Natural Environment, Level 1 and 2 Hydrogeological, Blast and Noise Impact assessments have been submitted in support of the proposal as well as an updated site plan including operational and rehabilitation details. The updated site plan identifies the area and depth of extraction planned for the licensed site, outlines permitted activities (same as current activities) and incorporates requirements for monitoring and mitigation that will mitigate potential impacts. Changes are also proposed to detail the relocation of a stream on the site and how progressive and final rehabilitation will take place following extraction.

Lafarge Canada Inc. operates this licensed site under the authority of Licence No. 2180 under the Aggregate Resources Act. In total 549.57 hectares are currently licenced as a pit and quarry with an extraction area 44 hectares in size. The annual tonnage condition is 4,000,000 tonnes.
Public consultation opportunities
The proposal request for this licence has been circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this request has been forwarded to the Township of Zorra, County of Oxford, the Upper Thames River Conservation Authority and the Ministry of Environment, Conservation and Parks for their review and comment.
