On October 13, 2020 we approved a new Environmental Compliance Approval (Private Sewage) No. 1433-BQNPAE for the establishment and use of a domestic wastewater treatment system at 4850 Highway 59, Norfolk County.

The total proposed daily design process wastewater flow generated by the on-site long term care home is 30,000 litres per day. The approved sewage works for domestic wastewater treatment include:

  • one (1) 26,500 L septic tank
  • one (1) 6,100 L pump chamber
  • one (1) 34,500 L equalization tank
  • one (1) 34,500 L online sludge storage tank
  • one (1) 33,400 L online sludge storage tank
  • one (1) 10,200 L moving bed biofilm reactor
  • one (1) 15,000 L intermediate clarifier
  • one (1) 12,570 L moving bed biofilm reactor
  • one (1) 4,040 L phosphorus removal tank
  • one (1) phosphorus removal chemical dosing system with dual point dosing
  • one (1) 7,890 L final clarifier
  • one (1) 6,490 L pump chamber
  • one (1) pressurized sand filter with an automatic backwash system
  • one (1) UV disinfection system
  • one (1) 775,000 L polishing pond

The treated process wastewater meeting the ministry's effluent requirements will discharge into Little Otter Creek which eventually drains to Lake Erie.

1. Prepare your application

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

  • decision that you wish to appeal
  • grounds for granting leave to appeal

Proposal details

The proposal is for a new Environmental Compliance Approval for Caressant-Care Nursing and Retirement Homes Limited, for an on-site sewage treatment system to service a long term care facility, located at 4850 Highway 59, Courtland, County of Norfolk, Ontario.

The proposed design flow for the treatment system is 30,000 litres per day. The on-site sewage treatment system includes a sewage pump tank, flow equalization tank, biological reactors, clarifiers, phosphorous removal, sand filtration system, UV disinfection, and will discharge to an existing on-site pond before discharging to Little Otter Creek.

The proposed on-site sewage treatment system will replace an existing treatment system.
