Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (Air), which replaces all the current Environmental Compliance Approvals for Air at this facility, and includes the addition of new, or historically unapproved, sources for all emissions from CRH Canada Group Inc., a ready-mix concrete batching plant located in the City of Toronto, Ontario.
The application includes all sources at the facility, including:
- the delivery of raw materials
- production
- shipping
- all ancillary sources and processes at the site
This amendment is to reflect changes to the facility including the:
- relocation of the plant to a new area within the same site
- replacement of the plant with new equipment and configuration
Emissions to the air from this facility include total suspended particulate, calcium oxide, crystalline silica, and nitrogen oxides.
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air).
The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
