Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No. 4406-BNQSGP for Detour Gold Corporation, a gold mining and processing facility located in the Town of Cochrane, District of Cochrane, Ontario.
The emission sources from the manufacturing and associated processes that discharge to the air include open pit gold mining operations, drilling operations, ore crushing, and ore processing.
The amendment includes new dust collection equipment at the secondary crusher, an increase in the mills production limit from 75,000 tonnes of ore per day to 32,850,000 tonnes per year, and to document changes made under the Limited Operational Flexibility condition .
Emissions to the air from this facility include:
- total suspended particulates
- nitrogen oxides
- carbon monoxide
- potassium
- nickel
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air).
The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
