A decision was made on September 11, 2020 to approve, with one modification, Official Plan Amendment 480 to the City of Toronto's Official Plan, as adopted by By-Law 84-2020. Notice of this decision was issued on September 21, 2020.
The modification within this decision is intended to clarify that matters related to interior design and layout of buildings should not be addressed through planning instruments approved under the Planning Act, given that they are regulated under the Building Code Act.

Pursuant to subsection 17 (36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding Official Plan Amendment 480 adopted in accordance with Section 17 and Section 26 is final and not subject to appeal. Accordingly, the Official Plan amendment 480, as approved by the Minister, came into effect on September 11, 2020.

Public consultation on adopted Official Plan Amendment 480 was provided for 30 days, from February 24, 2020 to March 25, 2020.
As a result of public consultation on the adopted Official Plan Amendment, the Ministry received no comments through the Environmental Registry of Ontario.

Appeals are not allowed
Pursuant to subsection 17 (36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding Official Plan Amendment 480 adopted in accordance with Section 17 and Section 26 is final and not subject to appeal. Accordingly, the Official Plan amendment 480, as approved by the Minister, came into effect on September 11, 2020.

Details of instrument
City of Toronto ("city") adopted Official Plan Amendment 480 (OPA 480) on January 29, 2020 by By-law 84-2020 and has forwarded OPA 480 to the Ministry of Municipal Affairs and Housing ("Ministry") for a decision under section 17 and 26 of the Planning Act.
The purpose of OPA 480 is to introduce policies into the Official Plan of the City of Toronto with respect to the Built Form policies of Sections 3.1.2 and 3.1.3 that will add new and amended policies that enhance and clarify the existing policy framework pertaining to location, organization, scale and massing of buildings, including specific building types, that define and support the public realm.
The new policies proposed in OPA 480 provide a comprehensive policy framework pertaining to the key relationships between development and its surrounding context to inform the built form and ensure each new building will promote and achieve the overall objectives of the official plan.
OPA 480 also proposes policies that emphasize a high quality built form, the efficient use of land, the integration of green infrastructure, and a well-connected network of neighbourhoods and destinations that encourage active transportation.
