The approved sewage works includes two spill containment facilities for new transformers 3T1 and 3T2 and a new oil-water separator OWS HT-1, discharging towards manhole MH-1001 towards the existing north drainage outlet, which eventually flows to the municipal drain along Adam Street, which flows to the Moira River and ultimately to Lake Ontario.

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

1. Prepare your application

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

Proposal details

This application is for a new Environmental Compliance Approval for modification of sewage works for the collection, transmission, and discharge of stormwater at the Belleville Transmission Station. The station is located at 171 Centre Street, South of Highway 401 and West of University Ave, in the City of Belleville.

The station houses two existing power transformers (T1 and T2). T2 will be replaced with a new power transformer (named T3) and the existing T1 will remain. The new transformer will be equipped with new concrete spill containment pit. The existing unit will retain its existing spill containment.

The proposed spill containment system consists of three spill containment pits having a capacity of approximately 224.71 cubic metres, discharging to a proposed oil-water separator having an oil capacity of approximately 134.94 cubic metres.

The system at Belleville Transmission Station drains all collected runoff to the existing drainage outlet located towards the north end of the station, and eventually to the municipal drain along Adam Street, which flows to the Moira River and ultimately to Lake Ontario.
