Approval was granted by the Regional Director on October 16, 2020. The approval replaces the licensee’s previous rehabilitation plan with a draft plan of subdivision approved by the City of Brantford. This approval also permits the importation of clean fill for the purposes of rehabilitation.

Two comments were received as a result of the ARA consultation process; One which indicated no concerns with the proposal. Another was supportive once minor changes were made. A decision was made to proceed with the approval of this amendment request.

Description of instrument
Telephone City Aggregates Inc. has requested an amendment to the site plan to allow the importation of inert fill (e.g. topsoil, overburden) for the purposes of rehabilitation. It is proposed that much of the imported inert fill will come from the adjacent licenced sites. Approximately 300,000 cubic meters of inert fill is required to be imported to prepare the final grades of the site.
It is also requested to amend the site plan to allow the replacement of the rehabilitation plan with the Draft Plan of Subdivisions (#29T-18504 and #29T-18505). If this amendment is approved, the site will be developed to residential and open space land uses.
Other information
Telephone City Aggregates Inc. currently operates this site under the authority of licence #5624 under the ARA. In total 61.23 hectares are currently licenced as a pit below the water table. The annual tonnage condition is 1,000,000 tonnes. The current rehabilitation plan for Licence #5624 permits the final land use as open space/recreational area.
Telephone City Aggregates Inc. also currently operates the adjacent sites under the authority of licences #5523 and #5721 under the ARA.

The Site Plan addresses existing features of the pit area (existing natural features and land use on and surrounding the site within 120 meters); the operation (shape, dimensions, area and depth to be excavated, method of extraction); and progressive and final rehabilitation.

The proposal request is being circulated within the Ministry of Natural Resources and Forestry Guelph District office. Additionally, notification of this application has been forwarded to the County of Brant, and the Grand River Conservation Authority.
