Decision details
The changes to the site plan for ARA Licence No. 86635 were approved by the Regional Director on September 7, 2021. This approval will enable the following:
- extraction setback along the west boundary reduced to 0 metres
- extraction setback along the east boundary reduced to 0m along the western edge of the Lockerby Mine access road
- the extraction area increased to 21.3 ha, including the south end of the licensed site
- variance of operational standard 5.19 varied to allow the final rehabilitated faces to be sloped to 3:1 or to natural bedrock where encountered

Effects of consultation
No comments were received in response to the Environmental Registry notice.
Two comments were received through the ARA consultation process. The Ministry of Northern Development, Mines, Natural Resources and Forestry requested further information and supplemental work be completed to assess the presence of Species at Risk and fish habitat on the site.
As of April 1, 2019, full operational responsibility for Species at Risk was transferred to the Ministry of Environment, Conservation and Parks (MECP). As such, outstanding comments related to Species at Risk were referred to MECP for resolution. Species at Risk were assessed by the applicant as part of the amendment request and identified potential habitat for Eastern Whip-poor-will within the proposed area of extraction. This habitat was registered with MECP under Section 23.14 of Ontario Regulation 242/08.
The Department of Fisheries and Oceans requested a self-assessment to evaluate the presence of and impact to fish habitat.
The proponents addressed all comments by providing additional information and revising the site plan. All concerns were addressed at the end of the process.

This notice was updated on March 31, 2021 to advise the public that there has been no change to the status of the proposal and it is still being considered. No additional opportunity for comment is being provided for at this time.
Description of instrument
Glencore Canada Corporation has applied to amend their site plan for Aggregate Licence #86635. They are requesting an expansion of the extraction area within the licenced boundary. They are also requesting the elimination of the 15-meter setback on the west boundary of the licence that abuts an adjacent property that is also owned by Glencore and the 30-meter setback that abuts their private road to the east. As well, they are proposing to allow for a variance to the Aggregate Resources of Ontario Provincial Standards, Operational Standards 5.19.1 to allow for the final rehabilitated faces to be sloped to 3:1 or to natural bedrock where it is encountered.

Additionally, notification of this application has been forwarded to the City of Greater Sudbury, Nickle District Conservation Authority, Ministry of Environment, Conservation and Parks, Department of Fisheries and Oceans and landowners within 120 meters of the licence boundary for comment.
