Decision on instrument
The new Official Plan for the Municipality of Sioux Lookout, adopted by By-law 84-18 on November 21st, 2018 was approved as modified on July 10, 2019. The modifications were required to ensure that the Official Plan has regard for Provincial Interests as set out in Section 2 of the Planning Act, and to ensure consistency with the Provincial Policy Statement, 2014 (PPS).
Major themes for the 10 modifications include:
- Consultation and Engagement – ensuring that planning activities are coordinated with Indigenous groups and that a public consultation strategy be required as part of a complete application;
- Servicing - ensuring the hierarchy of servicing and partial service requirements, including lots size requirements are adhered to in accordance with MECP D-series Guidelines;
- Affordable Housing – ensuring that at least 10% of the new housing development is used for affordable housing, it is monitored, and that second units are permitted in all residential designations (with few exceptions);
- Ontario Human Rights - ensuring group homes are free of public discrimination and in compliance with the Ontario Human Rights Code;
- Conservation and Climate Change – ensuring that official plan goals and objectives include greenhouse gas emissions and adaptation policies on a changing climate;
- Industrial Site-Specific Policy – ensuring the policy designation used in the OP is not confused with the term defined in the PPS;
- Limited Rural Residential – ensuring limited development is directed to the rural areas;
- Natural / Cultural Heritage - ensuring natural heritage and cultural heritage policies and mapping on Official Plan Schedules meets Provincial requirements;
- Parkland Dedication – ensuring the Planning Act requirements are met; and
- Schedules – ensuring all Schedules coincide with the policies in the Plan.
Other information
Pursuant to Section 17(36.5) of the Planning Act, the Minister’s decision is final and not subject to appeal.
Effects of consultation
No comments were received on the Official Plan.

Description of instrument
The new Official Plan for the Municipality of Sioux Lookout, adopted by Council on November 21st, 2018 is intended to replace the existing Official Plan approved in 2011.
The Plan enables the Municipality to implement its land use planning vision for the future. The vision is based on planning principles which provide for appropriate development while protecting resources of provincial interest, public health and safety, and the quality of the natural and built environment. The Plan provides direction on residential, rural, commercial, industrial and institutional land use as well as public infrastructure and environmental protection.
The new Official Plan is intended to:
- Address the current and anticipated future development and land use policy requirements of the Municipality
- Conform with, or not conflict with the Growth Plan of Northern Ontario and have regard for matters of provincial interest; and
- Be consistent with the 2014 Provincial Policy Statement as it applies to the social, economic and land use planning circumstances of the Town of Sioux Lookout.
The Ministry of Municipal Affairs and Housing is the approval authority for Official Plans. The decision of the Minister regarding an Official Plan is final and not subject to appeal.
