Aggregate Resources Act Licence No. 625379 was issued on August 18, 2020 to 1194233 Ontario Limited.  The licenced area is 20.24 hectares in size and the annual tonnage is 300,000 tonnes. The site is licenced to operate in the Township of Springwater and is subject to the Prescribed Conditions (Schedule A) and condition outlined on Schedule B.

Effects of consultation

No comments were received in response to the Environmental Registry notice.

Two hundred and thirty-six (236) objections were received during the Aggregate Resources Act consultation process. Public and agency concerns were related to the potential impact that the proposed aggregate operation would have on quality of life, property values, water quantity and quality, public safety, scenic beauty, dust, noise and truck traffic.

The applicant provided additional information and revised site plans, however was not successful in resolving all objections raised. The application was referred to the Ontario Municipal Board/Local Planning Appeal Tribunal for a hearing. Further revisions to the site plan were made to address the concerns raised at the hearing. The Local Planning Appeal Tribunal directed the Minister of Natural Resources and Forestry to issue the licence subject to the site plans and conditions identified in the Local Planning Appeal Tribunal’s decision (August 13, 2019 File No. PL160112).

This notice was updated on December 6, 2018 to advise the public that this application under the Aggregate Resources Act has been referred by the Ministry of Natural Resources and Forestry to the Local Planning Appeal Tribunal (LPAT) for a hearing. Description of instrument

1194233 Ontario Limited has applied for a Category 3, Class ‘A’ Pit Above Water licence, to extract aggregate from a site 20.2 hectares in size with an extraction area of 19.19 hectares. The maximum annual tonnage applied for is 300,000 tonnes per year. The proposed site is located east of the community of Grenfel.

Under the Aggregate Resources Act, written notice concerning this application was delivered to landowners within 120 metres of the proposed licensed boundary; an information sign giving notice to the public of this application was erected at the proposed site; and a Notice of Application appeared in the local newspaper, the Barrie Examiner on June 2, 2017. A public information session was held from 7pm to 9pm on June 28, 2017 at the Grenfel Community Hall at 1989 Sunnidale Road, Township of Springwater, County of Simcoe.

Additionally, notification of this application has been forwarded to the Township of Springwater, County of Simcoe, Ministry of Environment and Climate Change, Ministry of Natural Resources and Forestry, and Nottawasaga Valley Conservation Authority for comment.
