The changes to amalgamated ARA Licence No. 2129 was approved by the Regional Director on May 9, 2022.
The approval allows Carmeuse Lime (Canada) Limited to amalgamate Licence No. 2129 with Licence No. 2130 and No. 2136, and to vary the number of tonnes of aggregate to be removed annually from a former total of 8,267,500 tonnes annually for the three amalgamated sites to 6,000,000 tonnes annually for amalgamated License No. 2129.

Effects of consultation
A total of 1067 comments were received in response to the 6 interrelated Environmental Registry of Ontario notices. Comments received in relation to the other 5 notices submitted through the Registry have been added to the “By email” count above in the comments received total, to better represent the interest in these interrelated proposals.

The comments raised the following concerns:

- entrance locations

- change to the end-use of the property
The concerns related to the amalgamation of licences and proposed changes to the site plan were addressed by providing additional information, improving accessibility of information for the public and with revisions to the final consolidated site plan for the amalgamated licence. A technical issue with the original ERO posting was addressed by republishing the notice and extending the comment period.

This notice was first published on February 14, 2017. This notice was re-published on March 16, 2017 to extend the comment period to April, 18, 2017, due to technical difficulties. Comments that have already been submitted do not need to be resubmitted again.
Description of instrument
Carmeuse Lime (Canada) Limited has submitted an application to amalgamate Licence No. 2129 with Licence No. 2130 and No. 2136, also operated by Carmeuse Lime (Canada) Limited. As part of this amalgamation, the area of the three licensed sites will be licenced under the reference No. 2136, with one tonnage condition and one comprehensive site plan.
Carmeuse Lime (Canada) Limited has requested to vary the tonnage condition for amalgamated licence 2136 to be 6,000,000 tonnes annually. Currently, the tonnage condition for Licence No. 2129 states that “The amount of aggregate excavated from this licensed property must be 3,000,000 tonnes or less in any calendar year”. The annual tonnage conditions for Licence No. 2136 and No. 2130 are 3,000,000 and 2,267,500 tonnes, respectively. When added together, the amount of aggregate that is currently authorized to be excavated from the three licensed sites totals 8,267,500 tonnes annually. The requested tonnage condition of 6,000,000 tonnes annually for amalgamated Licence No. 2136 represents a 27 percent decrease from the current state.
If the application is approved, the tonnage condition is proposed to be rescinded from the licence and implemented on the comprehensive site plan.
Other information
Carmeuse Lime (Canada) Limited operates this site under the authority of Licence No. 2129 under the Aggregate Resources Act.
In addition to the request to vary the tonnage condition, Carmeuse Lime (Canada) Limited has also made application for a major site plan amendment to approve a comprehensive site plan with revised operations and rehabilitation.
