Decision details
A change to the site plan and licence condition of Aggregate Resources Act (ARA) Licence No. 615201 was approved by the Regional Director on March 21, 2017.

Effects of consultation
There was one comment received in response to the Environmental Registry posting. The comment noted concerns such as water quality, blasting impact (although blasting is not permitted in this quarry), green space impact, rehabilitation plan, etc. These concerns were neither site specific, nor specific to the annual tonnage increase or they have been addressed through the ARA notification process.
Three written comments were received as a result of the ARA notification process. One of the comments noted concerns such as roads, one big pit when depleted, beauty of the land, etc. These concerns were not specific to the annual tonnage increase and/or were addressed through the ARA notification process. The licensee also wrote a response to address their concerns and provide further information to this commenter. One of the comments stated that they fully support the increase in tonnage and remain hopeful that any future expansion might provide local employment and another comment was of no objection.
All comments were considered in the decision to issue the instrument.

Description of instrument
An application has been made by Colonial Brick and Stone Inc. to vary a condition of the current licence and amend the site plan to authorize an increase in the number of tonnes of aggregate to be removed in a calendar year. The current site plan states “The maximum number of tonnes to be removed from the site in any calendar year is 25,000 tonnes” and the current licence condition states “no more than 25,000 tonnes can be removed from the site in a calendar year”. Colonial Brick and Stone Inc. has requested that the tonnage limit be increased to 1.2 million tonnes annually.
This increase has been requested by the licensee to address the higher demand for aggregates from their clients.
