ARA licence No. 625215 was issued to C.H. Demill Holdings Inc. on January 22, 2022 subject to conditions specified on Schedule A and B.

The licensed area is 25.73 hectares in size and allows for the operation of a quarry below the water table. The tonnage condition allows a maximum of a combined total of 500,000 tonnes of aggregate removed from the site and adjacent licence No. 3083, in any calendar year.

Effects of consultation

One (1) comment was received in response to the Environmental Registry of Ontario notice expressing concerns related to:

  • water impact
  • air quality
  • traffic

Twenty-six (26) letters of objection were received in response to the Aggregate Resources Act (ARA) consultation process.  The objections were related to:

  • blasting
  • dust
  • truck traffic
  • effects on surface and groundwater
  • zoning
  • property values
  • noise
  • environmental impacts

The applicant worked to address the objections by providing additional information, amending technical studies, implementing monitoring programs and revising the site plan. The application was referred to the Ontario Land Tribunal (OLT) with twenty (20) unresolved objections.  The OLT issued a written decision on January 22, 2021 (MM180027) and directed the Minister to issue the licence, subject to the site plan filed to the Tribunal, and addition of conditions listed in the order.

Description of instrument

C.H. Demill Holdings Inc has applied for a Class “A” licence (Quarry Below Water) to excavate aggregate from a quarry of 25.73 hectares in size. This application is for an expansion to an established quarry. The annual tonnage condition applied for is 500,000 tonnes.

Other information

C.H. Demill Holdings Inc. currently operates this site under the authority of Licence # 3083 under the Aggregate Resources Act. In total, approximately 24.3 hectares are currently licenced.

Site plan information is available to view at the Ministry of Natural Resources Kingston Area Office. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.
