Effects of consultation
One hundred and fifty-seven (157) comments were received in response to the Environmental Registry posting. One hundred and twenty-four (124) written objections were received during the Aggregate Resources Act consultation process.
The objections and concerns raised were related to entrance location, truck traffic, noise, dust, health and safety concerns, proximity to the Queen Elizabeth II Wildlands Provincial Park, impacts on water resources, species at risk, property value and the enjoyment of property.
The Applicant worked to address the objections by providing additional information and making a number of revisions to the site plans.
The application was referred to the Ontario Municipal Board (OMB) for a hearing due to 36 unresolved objections under the Aggregate Resources Act. The Local Planning Appeals Tribunal (formerly OMB) issued a written decision (PL140201) and directed the Minister of Natural Resources and Forestry to issue the licence.

The proposal notice for this application was updated on January 26, 2016 to advise the public that this application under the Aggregate Resources Act has been referred by the Ministry of Natural Resources and Forestry to the Ontario Municipal Board for a hearing.
Description of instrument
Giofam Investments Inc. (Bruno Giordano) has applied for a Class “A”, Category 2 (Quarry Below Water) Aggregate Licence to excavate granite aggregate material from a quarry of 84.0 hectares in area. This application is for the establishment of a new quarry. The annual tonnage condition applied for is 200,000 tonnes.

Giofam Investments Inc. currently operates several aggregate licenced pits in the City of Kawartha Lakes (former Eldon Township) with the name of Vicdom Sand and Gravel (Ontario) Limited and under the authority of Licences #3483, #14448 and #3348 under the Aggregate Resources Act.
Site plan information is available to view at the Peterborough District and Minden Area, Bancroft District Ministry of Natural Resources and Forestry offices. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.

Comments received through Environmental Bill of Rights should not be construed as an objection under the Aggregate Resources Act in accordance with section 4.0 – Notification and Consultation Standards of the Provincial Standards 1.0 under the Aggregate Resources Act. To be considered as a formal objector, individuals need to contact the Ministry of Natural Resources and Forestry person specified on this notice to determine how to submit an objection.
Other public consultation opportunities
As specified in the Aggregate Resources Act, written notice concerning this application was delivered to landowners within 120 metres of the proposed licenced boundary; an information sign, giving notice to the public of this application, was erected at the proposed site; and a Notice of Application appeared in the local paper, the Orillia Packet and Time newspaper, on May 26, 2009. A public information session is being held on June 16, 2009, between 5:00 p.m. and 8:00 p.m. at the Dalton Community Centre, 13 Rumohr Drive.
The application for this proposal is being circulated within the Ministry of Natural Resources and Forestry Minden Area, Bancroft District office. Additionally, notification of this application has been forwarded to the City of Kawartha Lakes Municipal office and the Ministry of Environment for comment.
