Amendment to Environmental Compliance Approval (waste disposal site - transfer/processing) No. 8197-6NYJXP was issued. The approved site is located at 17335 Allaire Road, (Moose Creek) North Stormont, Ontario on a site 9 hectares in area.
The site is already accepting excess soil, limited to dry soil, to screen and bioremediate petroleum hydrocarbon-impacted soil, transferring excess soil and shredding wood waste recovered from excess soil.
Amended ECA also allows receipt of the following wastes for:
- solidification, including de-watering, of excess soil limited to liquid soil
- solidification, including de-watering, of non-hazardous waste slurries and sludges
- mixing/blending/bulking and transfer of liquid industrial waste limited to oily wastes with Waste Classes 251-254 inclusive
- mixing/blending/bulking and transfer of liquid industrial waste limited to fuel wastes with Waste Classes 221-222 inclusive
- mixing/blending/bulking and transfer of aliphatic solvents and residues limited to glycol waste with Waste Class 212
- mixing/blending/bulking and transfer of liquid industrial wastes limited to aqueous wastes with Waste Classes 146, 221-222 and 251-254 inclusive
- transfer of liquid industrial waste and hazardous liquid waste with Waste Classes 111-114 inclusive, 121-123 inclusive, 131-135 inclusive, 141-150 inclusive, 211-213 inclusive, 221, 222, 231-233 inclusive, 241, 242, 261-270 inclusive, 281, 282 and 331
- transfer of solid non-hazardous waste and hazardous waste with Waste Classes 111-114 inclusive, 121-123 inclusive, 131-135 inclusive, 141-150 inclusive, 211-213 inclusive, 221, 222, 231-233 inclusive, 241, 242, 261-270 inclusive, 281 and 282
- transfer of solid non-hazardous waste limited to waste electrical and electronic equipment
Maximum amount of waste received daily is 3,000 tonnes of dry soil, 1,000 tonnes of other solid non-hazardous waste, 40 tonnes of solid hazardous waste, 1,000 cubic metres of liquid soil, 300,000 cubic metres of liquid hazardous or liquid industrial or other liquid waste.
The maximum on-site storage capacity at any one time is:
- 35,000 tonnes for dry soil, including the dry soil in-process
- 27,500 tonnes of processed soil, including the tested soil
- 200,000 litres of fuel waste, glycol waste, oily waste and aqueous waste stored in bulk in tanks
- the following wastes contained in three (3) dry van or bulk liquid trailers:
- 80,000 litres of liquid industrial and hazardous waste with Waste Classes 111-114 inclusive, 121-123 inclusive, 131-135 inclusive, 141-150 inclusive, 211-213 inclusive, 221, 222, 231-233 inclusive, 241, 242, 261-270 inclusive, 281, 282 and 331, stored in totes, containers and lab packs
- solid non-hazardous waste limited to waste electrical and electronic equipment
- 1,000 cubic metres solidified liquid soil, including the liquid soil in-process, on the soil solidification pad
- 50 cubic metres solidified waste slurries and sludges, including waste in-process, on the waste solidification pad
The facility serves Ontario, Quebec and State of New York and the operating times of 24 hours per day, 365 days a year, which remained unchanged.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

Description of instrument
This proposal is to amend Environmental Compliance Approval (WDS - transfer/processing) No. 8197-6NYJXP issued to GFL Environmental Inc. The facility is located at 17335 Allaire Road, (Moose Creek) North Stormont, Ontario on a site 9 hectares in area. The facility screens and does bioremediation of non-hazardous petroleum hydrocarbon-impacted soils, transfers non-hazardous impacted soils and shreds wood waste recovered from contaminated soils.
Approval is sought for addition of the following waste for the transfer station:
- Liquid industrial waste (251-254 inclusive) and hazardous liquid wastes (111-114 inclusive, 121-123 inclusive, 131-135 inclusive, 141-150 inclusive, 211-213 inclusive, 221, 222, 231-233 inclusive, 241, 242, 261-270 inclusive, 281, 282 and 331);
- Non-hazardous solid industrial waste and hazardous waste (111-114 inclusive, 121-123 inclusive, 131-135 inclusive, 141-150 inclusive, 211-213 inclusive, 221, 222, 231-233 inclusive, 241, 242, 261-270 inclusive, 281 and 282).
Maximum liquid waste received daily would be 300,000 cubic metres; maximum hazardous waste received daily would be 40 tonnes and maximum non-hazardous solid industrial waste would be 1,000 tonnes.
The maximum on-site storage capacity for the transfer facility would be 380,000 litres of liquid industrial and hazardous waste and a maximum of 1,540 tonnes of solid waste.
The facility will serve Ontario, Quebec and State of New York and the operating times of 24 hours per day, 365 days a year remain unchanged.
