7-ELEVEN CANADA INC - NATIONAL GAS DEPT - Approval for variance from the Liquid Fuels Handling Code

Clause 2.3.1.4 of the Liquid Fuels Handling Code (LFHC) allows single-wall underground pipe to remain in place within 12 months of failing a Cathodic Protection test, provided the pipe passes a precision leak test.

7-Eleven is planning to do a full tank/line replacement in 2022 at the site. Without this variance to keep the piping in place until 2022, 7-Eleven would have to close the store, leaving staff unemployed.

7-Eleven monitors the site’s environmental stability using:

• an automatic tank gauge (Veeder-root TLS 350R) for inventory
• alarm management through stand-alone sensors
• Continuous Statistical Leak Detection (CSLD) at the tanks
• electronic pressurized line leak detection (PLLD) on the product piping
   

7-Eleven monitors these results monthly and ensures the required testing, in accordance with LFHC 2017, Section 4.6.9 (shear valves and electronic detection system), is completed annually by Dart Petroleum Services.

In addition, 7-Eleven arranges for a certified third party testing organization, Cantest, to inspect the operation of the stand-alone sensors and PLLD on an annual basis. Cantest also carries out precision testing every two years.
 
If this variance is accepted, 7-Eleven will increase the frequency of the precision testing of the product lines.
