Solid waste transfer material handling will be completed indoors, while inert recyclable material (e.g. concrete, metal, etc.) will be managed and stored outdoors.
The facility building has a total floor area of approximately 802 square metres. Solid waste is received from roll-off trucks, frontend trucks, or municipal collection vehicles, as well as, residential vehicles. The solid waste and recovered recycled materials are transferred into tractor trailers for long-haul to approved landfill sites for the waste and roll-off trucks for hauling recyclable materials to market.
The receipt and transfer of an annual average of 600 tonnes per day of solid non-hazardous waste including municipal solid waste (MSW) from residential, construction and demolition (C&D) waste, industrial, commercial and institutional (IC&I) generators, and contaminated soil. Recyclable materials including metal, cardboard, brick, drywall, etc. are also received.
The receipt and/or shipment off-site is limited to a maximum of 219,000 tonnes annually of waste. In order to account for seasonal and/or market fluctuations in waste/recyclable generation, the operator may receive or ship off-site up to 600 tonnes per day, provided that the proposed annual limit of 219,000 tonnes per year is not exceeded.
The maximum storage quantity is limited to 900 tonnes at any one time, which includes a maximum storage capacity of 600 tonnes of solid waste within the facility building, and a maximum storage capacity of 300 tonnes of recyclables stored at designated areas on the property outside the facility building.
Shipping and receiving operations are 24 hours a day and seven days a week.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is for a new Environmental Compliance Approval (Waste Disposal Site) for a non-hazardous solid waste disposal site for the use and operation of a transfer facility located on the 2.21 hectare property at 456 McGregor Side Road in the City of Sarnia, Ontario.
The proposed waste to be accepted at the facility is non-hazardous solid industrial, commercial and institutional waste with incidental residential waste originating from the City of Sarnia, and immediate areas.
The processing of waste will be limited to positive sorting to remove recyclables. The facility proposes to receive a maximum of 600 tonnes per day and ship a maximum of 900 tonnes per day of waste and recyclables to an annualized average of 900 tonnes per day. The maximum storage capacity would be 900 tonnes of waste/recyclables.
The facility will serve the Province of Ontario and will operate 24 hours per day, 7 days per week.
