Walker Emulsions Limited - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for Environmental Compliance Approval (air & noise) No. 7910-ANBHPD for Walker Emulsions Limited, an asphalt and wax emulsions manufacturing facility located in the City of Burlington, Ontario.

The emission sources from the facility and the associated processes that discharge to the air, include:

• asphalt cement transload activities
• asphalt, wax and oil emulsion production processes
• asphalt cutback production processes
• mixing and blending tanks
• a QA/QC laboratory

The amendment is for an increase in the Facility Production Limit to 3,750 tonnes asphalt cement transload, 28,465 tonnes asphalt emulsion, 937 tonnes asphalt cutbacks, 26,850 tonnes wax emulsions, and 8,750 tonnes oil emulsions per year. Emissions to the air from this facility include:

• particulate matter
• nitrogen oxides
• sulphur dioxide
• benzo(a)pyrene
• benzene
• diesel fuel
• noise

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
