This proposal to import excess soil should have been considered in the initial license application. When the rehabilitation plan was created, it should have considered the available material on site, and the extent of mining that would be acceptable to accommodate the cut/fill balance. This is a substantial imbalance in the calculations that seems intentional. The volume relates to over-mining of approximately 14 Million tons of limestone, or 14 years of quarrying. It would be difficult to believe this was a mistake.
