It is my understanding that the current compliance rate is above 80%. This volume of data should be more than sufficient to determine herd sizes and trends. There is no real need to raise the volume of data except to raise more $$$ and punish otherwise good outdoors people. Punishment is not a good deterrent for this purpose.
