I agree that recycling should be encouraged as much as possible to reduce the demand for natural resources, and the impact that extraction has on the environment, and non-renewable aggregate resources. This proposal appears to support that opinion.
However, there should be constraints that ensure this type of operation does not impact other components of the environment, and people's rights to enjoyment of the environment.
Specifically, this operation should only be allowed if the runoff from rainfall, and dust mitigation water application, is contained, and disposed of in an appropriate manner, subject to the chemistry testing results. This would also extend to it not being permitted within the natural groundwater table such as in pits and quarries that extend into the aquifer.
Also, the operation should not be allowed where prohibited in municipal Zoning ByLaws, unless it is conducted on specific construction projects, and then only for the material generated on that project. This may require that the time-frame of operation is restricted, such as those imposed in local noise bylaws. The operation location may also be restricted by traffic volume and load limits.
These are minimal restrictions, and I am sure you have considered other impacts of similar operations.
