Haileybury - A Quebec company was fined $4,000 for using a waste disposal site without ministry approval, contrary to the Environmental Protection Act.

9129-6509 Québec Inc. is a corporation located in Quebec. The company operates a septic pumping service under ministry approval for the management of hauled sewage in Ontario.

The approval allows for septic truck storage on a farm located in Belle Vallée, Ontario. The farm is owned by Benoit Lauzon, who also owns 9129-6509 Québec Inc. The ministry approval to store the septic truck on the farm does not permit disposal of waste at the farm site. As a consequence, any disposal of waste from septic trucks, including wash water from cleaning residual material out of the tanks, must be done at an approved site.

The company used a septic truck to clean up a manure spill in the barn located on the Ontario farm property. However, all residual sediment from the previous use of the truck to collect sewage had not been washed out of the tank at an approved site and wash water from cleaning the tank was discharged into a lagoon onto the property. During a ministry inspection, officers observed evidence of septic waste on the property and suspected that it could also be in nearby Moose Creek. Sampling was conducted on the property and in the creek and it confirmed an E. coli presence.

The company was fined a total of $4,000 plus victim fine surcharges of $1,000 and was given 90 days to pay the fine.
